Mark Davidson is Vice President of Pennoni's Milton, Delaware office, where he directs the management, growth, and success of that office and of the Southern Delaware and Eastern Shore Maryland practice. He is also Principal Land Planner for the firm.

Before joining Pennoni in 2010, Mark spent 12 years owning a professional engineering, surveying, and consulting firm that designed land plans for residential, industrial, institutional, municipal, and commercial clients in Delaware and Maryland. His work covers the full life of a site: sustainable master-planned communities, commercial and urban redevelopment, transportation, wastewater, and the public infrastructure that supports them. He is a DNREC Certified Construction Reviewer and Wastewater System Designer, and holds Sediment & Stormwater Management certifications in both Delaware and Maryland.

He also serves the county outside the office. Mark sits on the Sussex Economic Development Action Committee, the Board of Directors of Southern Delaware Therapeutic & Recreational Horseback Riding, and the Sussex County Habitat for Humanity Property Acquisition Committee. He has been a member of the Delaware On-site Wastewater Recycling Association since 2001, and previously served on DNREC's On-Site Systems Advisory Board.

He brings 40+ years of engineering and land-use experience, philanthropic and community-based service, and leadership to OV6's Advisory Board.

Kenneth “Ken” Eland is a faith-driven executive, mentor, and community leader whose career has centered on serving people, strengthening organizations, and delivering on missions that matter. He currently serves as Executive Director of a large evangelical church in southern Pennsylvania, where he leads and mentors staff while overseeing ministry operations, facilities, and business administration. His work supports the church’s mission of developing devoted followers of Christ and ensures that its people, resources, and operations remain aligned around that purpose.

Ken’s commitment to service extends well beyond his professional responsibilities. He serves on the Board of Trustees of LeTourneau University, a Christian polytechnic university dedicated to integrating biblical faith with professional excellence. He also serves on the boards of a local home-repair ministry focused on “restoring homes and restoring hope” and a classical Christian school preparing the next generation of principled scholars and leaders. Through these roles, Ken invests in families, communities, and institutions serving people who may not have the resources to meet every need on their own.

Before entering full-time church leadership, Ken spent 38 years at Boeing, where he held senior engineering and program-management positions supporting some of the nation’s most important military aviation programs. His career included leadership responsibilities associated with the CH-47 Chinook and V-22 Osprey, drawing upon extensive experience across engineering, manufacturing, program execution, customer relations, organizational development, and worldwide product delivery.

As Chief Engineer of the Chinook program, Ken helped guide the continued development of a proven military aircraft relied upon by American service members and allied forces around the world. He led large, multidisciplinary organizations responsible for highly complex products where reliability, accountability, safety, and mission readiness were nonnegotiable. That experience taught him how to bring technical specialists, operational leaders, customers, and institutional stakeholders together around one clear mission.

Ken brings that same disciplined, service-oriented leadership to OV6. He understands that serving veterans requires more than expressing gratitude; it requires building trustworthy organizations capable of converting good intentions into durable results. His experience developing people, managing complex programs, overseeing facilities and business operations, and delivering mission-critical systems gives OV6 a valuable perspective as it develops housing, economic opportunity, and long-term support structures for veterans and their families.

At OV6, Ken’s value lies at the intersection of mission and execution. He helps ensure that the organization’s veteran-centered initiatives are operationally sound, financially responsible, technically credible, and grounded in a genuine commitment to service. His leadership also supports OV6 as it evaluates advanced construction methods, strategic partnerships, workforce-development opportunities, and scalable approaches to veteran homeownership.

Ken and his wife, Diane, have been married for 35 years and have three adult children who continue to live in the region. They enjoy spending time together at the shore, playing golf, biking, and remaining actively engaged with their family, church, and community.

Matt Dudley is a retired 1SG United States Army Veteran with more than 20 years of honorable service, from November 1993 to December 2013. During his career he managed, trained, and supervised 95 Soldiers — ensuring they met annual training requirements and stayed ready to deploy anywhere in the world. His responsibilities covered logistics, operations, personnel management, and the health and welfare of those in his charge.

He holds a Bachelor of Arts in Homeland Security and a Bachelor of Science in Information Technology Management from American Military University, and is certified as a Professional Scrum Master and Professional Scrum Product Owner. That combination of Army leadership and homeland-security education is what he brings first to OV6's Advisory Board.

After retiring from the Army, Matt built a second career in project management and technical leadership. He currently serves as a Technical Project Manager at one of the nation's leading wealth-management firms, where his work has included business project management and technical scrum leadership.

Bill Baldwin is a retired United States Marine Corps Master Sergeant with 27 years of honorable service, including combat deployments to both Iraq and Afghanistan. Following his military career, he transitioned into the energy industry and currently works as a Power Plant Control Room Operator at PBF Energy. He also continues his commitment to service through organized labor, serving as Chairman of the Local USW Veterans Advisory Board and as a Trustee on the Executive Committee of his local union.

Bill has been married for 28 years and is the proud father of four adult children. Family is a huge part of who he is and remains the driving force behind everything he does. He believes the values of loyalty, responsibility, sacrifice, and commitment begin at home and carry over into leadership, service, and community involvement.

Bill believes our nation's veterans deserve more than recognition — they deserve a true sense of freedom, empowerment, and opportunity after their service. He feels veterans should have the ability to be financially stable, productive, protected, and maintain a deep sense of pride for the sacrifices they have made for this great country. To him, supporting veterans means ensuring they are never forgotten, abandoned, or left behind by the very people and nation they once defended.

Thomas Kane is a dedicated Lieutenant with the Philadelphia Fire Department, bringing 23 years of distinguished public service—including 14 years as an officer—to emergency response and community safety initiatives.

With extensive leadership experience managing teams of five or more in high-stress, life-or-death situations, Thomas excels at making rapid decisions, fostering teamwork, and ensuring the safety of both his crew and the public. He holds numerous advanced certifications, including Fire Officer I & II, Fire Instructor I, Hazmat Technician, Aircraft Rescue and Firefighting (ARFF), Swift Water Rescue, EMT-Basic, and Rescue Boat Operator. His expertise spans fire extinguishment and prevention, hazard recognition, and effective mitigation strategies.

As an adjunct instructor, Thomas has trained two cadet classes of more than 40 candidates each, mentoring the next generation of firefighters with a hands-on, supportive approach. He is deeply committed to preparedness, education, and protecting communities from preventable risks.

Guided by strong Christian values, Thomas approaches his work with compassion, integrity, and a genuine desire to serve others. He is passionate about applying his operational knowledge and leadership experience to support mission-driven organizations.

Thomas is well-suited to contribute strategic insight, practical expertise, and a people-first perspective to help the mission.

Molly Dudley spent six and a half years with the Department of the Army at Joint Base Elmendorf-Richardson, Alaska. As Family Readiness Support Assistant she backed five Family Readiness Groups serving about 300–400 Soldiers and their families — identifying needs during deployments and training, keeping families current on Army policy and community resources, and keeping the line open between command and home so the unit stayed ready.

She then ran civilian payroll for 1,500 employees across three installations: timekeeping, leave, pay changes, and training the timekeepers who fed the system. That is installation-level work. People got paid, families got answers, and the paper matched the regulation.

After the family moved from Alaska to Pennsylvania she supported research administration at USDA’s Eastern Regional Research Center, then spent nearly eight years as Executive Administrator for Telos Group, a family-business consulting firm — operations, client delivery, and confidential financials. She now serves as HR coordinator at Penn Medicine Chester County Hospital.

She brings Army family-readiness and installation operations to OV6’s Advisory Board so the household around the veteran is treated as part of the mission, not an afterthought.
